Bush's Racial Profiling policy has loopholes?

…are put on the streets for a reason and I think it's absolutely outrageous to put curriculums on who they pull over. If you committing a crime no matter how big or small you will get targeted by the police, plain and simple. Racial profiling is just another cop out used by the ACLU and NAACP and it's insane to think that these groups can actually affect the president even if they are dead wrong.
