In conclusion it could be argued that the Liberal Government of 1906 to 1914 did not create the early Welfare State rather what this government did do was lay the foundations for future social reforms to build on what was there (i.e. William Gladstone's Labour Party 1945-51) and broke away from the old 'laissez-faire' ideology by finally accepting responsibility for its' people and the well-being of economy.
