…instances where it has been used properly, with the consent of one or both houses, and this usually has a good outcome. There are times when it is misused that we should think about how the president is doing his job, and what is going through his head when he does these things, as seen in Clinton's pardoning of Vignali. It is important for the president to have these powers, but not when used selfishly.
