Today law enforcement agencies throughout the United States use non-lethal weapons on the job. …on between companies, so who is going to be the first to produce a weapon that can handle almost anything? What kind of futuristic weapon can be both deadly and non-lethal with a flip of a switch? I am totally for the use of non-lethal weapons, and I can't see why there is such a legal matter that needs to be dealt with first. If there is an alternative to lethal force, try it first.
