Roosevelt's Rainbow Plan was leaked on December 4 and the attack on Pearl Harbor took place 3 days later on December 7. The possibility of a coincidence in this instance is not a good one. So in essence, Roosevelt's plan to protect the country was the very thing that put it in harm's way.
