Kenny boy cannot just arrest someone just because Kenny boy thinks that they might be committing an arrestable offence, he has to be 100% certain an offence is being committed, unlike the police, who if the person arrested turns out to be quite within their rights to be where they were, the police can use mistake as a defence, but Kenny boy could not.
