When coupled with effective methods of propaganda that portrayed him as a demi-God, Stalin had created a regime that allowed a brutal suppression of the citizens because it was seen to be in the interests of the Socialist ideal. An ideal that the Soviets attempted to make succeed, regardless of the costs.
