…not work, and their are past examples to support the position of a proactive foreign policy. The events of 2001 show us that hostile nations pose a threat to us even if they do not engage us in conventional wars. For the same reason, we should not always wait to act remedially to fix a past wrong. As Americans, we should make sure that we stand ready to diagnose a salient threat and stop it proactively.
