Germany can be blamed for the outbreak of war in 1914 for their general behavior of provoking and teasing other countries but because all nations played apart in different ways, everyone is responsible for being in the state of war in the first place. All powers seemed to want war and in 1914 all the nationalism and propaganda affected everyone in believing that what they are doing was justified.
